Upon successful completion of this course, competencies will be uploaded to Sentinel.


A current Pre-COSS workbook needs to be completed and the Sponsor must register the completion of the Pre-COSS workbook as an Event Notification with Sentinel. If this is not completed, the candidate will not be eligible to attend the training. NOTE: This workbook must be carried out within 4 weeks of the COSS course date. If the COSS Initial course is not taken within 4 weeks of the date registered on Sentinel, then another workbook must be completed and registered on Sentinel for each subsequent COSS Initial course.

Bring National Insurance Number.

Must be a minimum age of 18.

Must be a minimum age of 18 and meets the entry requirements of PTS competence. Please be advised to recertify certain elements of the course, these can only be recertified if it is valid or within the 8 week grace period.

Must bring and hold a valid Sentinel Track Safety Card endorsed with PTS AC/DCCR and meet the requirements of NR/L2/CTM/021 – Competence and Training in Track Safety and not undergoing learning support. (When the employer is satisfied that the individual no longer requires learning support (green square), they shall complete a sponsors confirmation of competence. Learning support shall not exceed 24 months. Where the candidate is unable to fully meet the criteria of competence within the 24 month period they shall be required to attend initial training. The employer shall be able to provide records of workplace experience the individual has completed during the learning support period)

Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements to minimum medical level 4 and Network Rail Standard NR/L1/OHS/051 (Drugs & Alcohol).

Must have sufficient command of English language as detailed in Network Rail Company Specification NR/S/CTM/021 (Competence & Training in Track Safety).

Photo ID - For British Nationals - a current and valid recognised, branded form of identity token, used for accessing the RMI (Railway Maintained Infrastructure) such as a Sentinel Card, full driving licence, passport, biometric ID Card, resident permit as per Home Office guidance or 'ValIDate' card. For Non-British Nationals - a current and valid passport is required.

This course is intended for candidates who wish to set up a safe system of work on Network Rail’s infrastructure and act as a Controller Of Site Safety. The COSS competence is required to be held by anyone who is require d to set up a safe system of work on or near the line for a group(two or more). A COSS can also carry out the duties of an IWA provided there are no medical restrictions that would prevent this. The COSS course will take delegates through the procedures as set out in the Rule Book; Handbook 6 (General Duties of an IWA), Handbook 7 (General duties of a controller of site safety (COSS), Handbook 8 (IWA,COSS or PC blocking a line), Handbook 9 (IWA or COSS setting up safe systems of work within possessions), Handbook 10 (Duties of the COSS and person in charge of a hand trolley) and Handbook 13 (Duties ofthe person in charge of the siding). The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.
